POSITION TITLE: Director of Pupil Services and Supports
REPORTS TO: Assistant Superintendent

Purpose: The Director of Pupil Services and Supports coordinates and supervises the legal implementation, timelines, and creation of all student supports housed under IDEA law. The Director is responsible for the oversight and legal implementation of all aspects of Chapters 11, 12, 13, 14, 15, and 16. The Director will have oversight of all student service areas including but not limited to school counseling, mental health supports including school psychologists and mental health therapists as well as related services such as Home & School Visitors, OT, PT, and Speech and Language. The Director will also support the district's MTSS initiative and help to ensure the proper use of data to support appropriate achievement goals for all students.

Requirements QUALIFICATIONS: Master's degree Valid PA Supervisor of Special Education PK-12 certificate or Supervisor of Pupil Personnel Services PK-12 strongly preferred. Other qualifying certificates will be considered. Minimum of 3 years in a supervisory role strongly preferred
Special education teaching experience required, at least 5 years of special education teaching experience preferred.

MAJOR RESPONSIBILITIES:
1. Individuals with Disabilities Education Act PL 94-142.
 2. Rehabilitation Act of 1973, Section 504 for students.
ESSENTIAL JOB FUNCTIONS: 1. Coordinate with school psychologists in each building to determine eligibility of students. 2. Administer the 504 Program for eligible students according to federal regulations. 3. Participate in the recruitment and employment activities of all related services staff as well as outsourced student supports. 4. Maintain access and dissemination of information concerning special education and other programs. 5. Oversee the administration of Medicaid billing process and Homebound/Hospital Teaching Program. Page 2 of 2 6. Administer the Extended School Year Summer School Program for students with disabilities according to state regulations. 7. Develop and manage the budget for the special services department. 8. Ensure district Compliance with F.A.P.E., L.R.E. and other pertinent federal and state laws. 9. Complete all state reporting for programs under his/her authority
OTHER JOB FUNCTIONS: 1. Provide orientation program for new staff concerning special education services and Section 504. 2. Communicate with parents of eligible students, employs staff, arranges transportation, and ensures organization and compliance. 3. Administer and coordinate activities that provide in-service training to special education personnel. 4. Attend all meetings as requested by superintendent or supervisor.
