Job Summary: Assist the Bucks IU Business Administrator/CFO and the Assistant Business Administrator with the provision of business administration services to school districts and career and technical centers (CTC’s) upon request.

In providing business administration services, this position works with senior management, financial institutions, local educational agency (LEA) personnel and outside auditors. This position will oversee (based upon contracts) the financial functions including accounting, budget, billing, collections, accounts payable, credit and internal controls. This position will be responsible for maintaining financial records that are in accordance with the appropriate intermediate unit, school board, CTC policies, generally accepted accounting principles (GAAP) and with Governmental Accounting and Financial Reporting Principles, as well as in compliance with any, and all, federal, state and local rules and regulations relative to funding received.

Essential Functions:
Oversee the external contractual business administration services including, but not limited to, acting as onsite/offsite business administrator for school districts and career and technical centers (CTC) using a financial consultative model or providing supplementary business support to school districts and CTC’s. Expand this financial consultative model and supervise staff to support additional externally requested services.
1. Provide business management services, including but not limited to, all functions necessary to maintain proper financial management of the school(s).
2. Oversee the Business Operation(s) of our external customer(s) subject to the laws of the Commonwealth of PA and to the policies of the local school board or joint operating committee (JOC).
3. Prepare financial statements and reports and respond to all financial auditing requests from local, state and federal agencies.
4. Develop, recommend and administer the approved systems of internal controls for receipt, custody and disbursement of funds, payroll, debt and budgetary control procedures for such entities. Review audit trails in accordance with these systems of internal controls.
5. Oversee and coordinate all fiscal matters with appropriate district or CTC staff. Fiscal matters may include, but not be limited to, maintaining the financial software in accordance with PDE and any other applicable rules and regulations, budgeting, purchasing, payroll, personnel, administrative services, food service operations, insurances, asset and consumable inventory control, benefits, grant management, financial reporting, auditing, cash management (including investments) and negotiations.
6. Supervise the respective Business Office staff (which could include the Food Service Program and/or other requested programs).
7. Oversee the preparation of (or prepare) reports for the respective school board(s) and/or JOC’s.
8. Maintain positive relationships with all member school districts/CTC’s business managers and superintendents/executive directors.
9. Ensure completion of the Annual Budget(s) and Annual Financial Report(s) to the state.
10. Flexibility in accommodating various assignments at districts and CTC’s in their duration and scope.
11. Provide assistance with financial operations of the Bucks IU as assigned by the Business Administrator/CFO or Assistant Business Administrator.

While performing the duties of this Job, the employee is regularly required to sit and use hands. The employee is frequently required to walk; reach with hands and arms and talk or hear. The employee may be required to stand for long periods, and to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Position Type/Expected Hours of Work: This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:30 a.m. to 4:30 p.m. Hours are dependent on the needs of the districts and/or CTC’s. Occasional evening and/or weekend work may be required as job duties demand.

Travel: This position requires travel to/and from Bucks County school districts and/or CTC’s.

Education and Experience:

• Level of Degree: Minimum of a Bachelor’s Degree in Business (MBA or CPA preferred)
• Knowledge, Skills and Abilities:
+ Minimum of 3-5 years of progressive experience in school accounting and finance, including 1-3 at a leadership level.
+ Expertise (includes one or more of the following):
+ Oversight of staff
+ Responsibility for budget of programs or initiatives
+ Interfaces with customers and stakeholders
+ Experience with various Financial Reporting, Purchasing, Payroll and Human Resource Information Systems
+ Advanced Microsoft Excel skills
