Director of Operations (Facilities & Energy Management Operations)
This Cabinet level position is responsible for construction and renovation of real property facilities (building, utility systems, structures, grounds and other real property improvements) and will direct the planning, maintenance, repair and capital improvement programs. Also responsible for the performance of the construction management, maintenance, grounds and custodial staff to insure continuous operation of the educational program.
 Essential Duties and Responsibilities (List is not all-inclusive)
  1. Develop capital and operating budgets and prepare five (5) to ten (10) year plan for new construction and capital improvement projects required to educate students in a safe, comfortable, useable and attractive environment. Ensure projects are identified to protect the district’s investment in existing facilities and insure their continued use.
  2. Determine staffing levels for the maintenance, grounds and custodial departments. Responsible for human resource functions including, but not limited to, staff selection, evaluation, promotion and discipline.
  3. Responsible for maintenance of the master file of facilities data including plans, specifications, shop drawings, equipment lists, etc.

  5. Provide architectural/engineering services for capital improvement projects where time and scope permit. Act as district negotiator for contracted architectural/engineering service contracts.
  6. Must have working knowledge of laws, regulations, funding sources and management techniques related to school operations, including the state plan construction documentation process.
  7. Evaluate and make recommendations on architectural/engineering consulting services, design specification preparation, design, bidding, construction management and project completion, while minimizing any educational disruptions.
  8. Coordinate all state and federal safety programs: Right to Know, Asbestos, Cleaning, Drinking Water Act, etc.
  9. Act as Administrative liaison to the School Board’s building and Facilities Committees. Attend all meetings of the Board of School Directors as directed by the Superintendent.
  10. Act as the district liaison for procurement of utilities including analysis to ensure the district is meeting energy efficiency benchmarks.
  11. Manage the scheduling of district facilities by outside groups and recommend changes to district facilities use fees.

Requirements Minimum of 5-7 years experience as a director in facilities management and/or Bachelor of Science degree in engineering or a related field. Demonstrated progressive responsibilities in public school construction, renovation and maintenance facilities preferred. Experience in planning design, construction management, estimating, specification writing, and human resource management required.
