Job Summary:
Responsible for the functions of the District’s Human Resources Department including design, development, and implementation of human resources policies, procedures, and programs that are consistent with the District’s goals and mission. 
 
Primary Duties and Responsibilities:
  1. Analyze, maintain, and update district policies, protocols and procedures related to human resources functions.  Ensure compliance with relevant Federal and State laws and regulations, and manage distribution of updated policies and procedures to various employee groups as appropriate. 
  2. Provides the leadership for the Human Resource department, ensuring efficient, confidential, and accurate enforcement of policies, procedures, and benefit plans for all employee groups.
  3. Manage personnel agenda and recommendations of personnel actions for board approval.
  4. In cooperation with the Assistant Superintendent, provide oversight of the hiring process, ensuring proper tracking and communication of this process with appropriate personnel throughout the district.
  5. Coordinate the upkeep of all job descriptions, and develop job descriptions for new positions as needed.  Assign to appropriate employee classification, compensation and benefits in consultation with the Director of Financial Services.
  6. Review, update, and communicate Board policies and administrative regulations as needed.
  7. Assist in the development of performance management processes that reflect specific job responsibilities, including goals and objectives for employees.
  8. Provide guidance to district administration on the implementation of new benefit programs, interpretation of various personnel agreements, and changes in human resources structures as appropriate.
  9. Review and continue to refine various compensation programs of the district, working in cooperation with other district administrators on the research and implementation of adjustments to employee classification and/or salary range placement.
  10. Provide monitoring and consultant services to district administration during employee disciplinary procedures.  Prepare information for termination of staff while protecting the employee rights during the termination process. 
  11. Conduct investigations, conduct personnel hearings, serve as representative of the district in such hearings as dismissal review, nonrenewal of employment, and grievances.
  12. Assist in negotiations with bargaining units to arrive at a mutually satisfactory agreement regarding terms and conditions of employment.
  13. Working in collaboration with the Director of Financial Services, establishing a system of communication between payroll and human resources to ensure accurate dissemination of information for all hiring, promotion, discipline, and benefit related issues.
  14. Provide oversight of record retention for PDE required employee qualifications, including proper teaching certifications, professional education, and other required credentials.
  15. Resolve PHRC, Workers’ Compensation, and Unemployment claims in a timely manner, coordinating legal guidance and communication with other administrators and outside agencies.
  16. Develop Support Staff training programs, including professional development and education programs related to harassment prevention, safety, and other relevant topics. 
  17. Provide resources and assistance to administrators, so they may provide training to professional employees.
  18. Perform other duties as assigned by the Superintendent.
 
Qualifications:
  • Five (5) to seven (7) years’ experience in human resource administration preferred
  • Bachelor’s degree required, Master’s preferred, in Human Resources with a focus in Management and/or Labor Relations, or other relevant discipline
  • Knowledge of school code, employment law, and PDE certification and staffing regulations
  • Submission of all mandated state and federal clearances.
  • Excellent interpersonal, decision-making, and leadership skills.
  • Ability to communicate effectively both orally and in writing
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
