Transportation Billing Specialist

Job Summary:  

Provide billing assistance to the Supervisor of Transportation by: 

  • Reconciling invoices with numerous contractors to ensure they are complying to their contractual financial agreement.
  • Assigning transportation and nursing charges to each student. 
  • Partnering with Bucks IU staff including Transportation, Nursing, and Business Office as well as contractors and school districts.

Essential Functions:  

  • Obtain, calculate, and report all transportation related information required by PDE      
  • Report school district percentage of use from the transportation final budget. 
  • Reconcile monthly transportation expenditures with the Business Office Process and reconcile contractor invoices. Establish cost per IU vehicle routes and confirm contractor charges with established rates, time computation, and mileage.  
  • Process and reconcile nursing invoices, as well as track Bucks IU and contracted nurses with assigned students. 
  • Calculate contractor charges to school districts based on estimated daily vehicle costs and number of students.?
  • Provide quarterly transportation reports to school districts. 
  • Process odometer readings as well as train and oversee odometer entry by staff.   
  • Set up and maintain annual student list, vehicle report, and route reports in prescribed systems.
  • Assist with setting up summer Extended School Year (ESY) runs.? Provide Business Office with information on ESY for invoicing purposes. 
  • Assist with setting up regular school year runs by entering new students, checking school rosters, deleting graduates, as well as printing reports to enable supervisor to assign runs to drivers. 
  • Perform any record-keeping/clerical functions necessary to ensure the smooth operation and efficient organization of the department. 
  • Meet with local and/or state auditors as needed
  • Drive assigned routes if needed
  • Assist with Transportation Coordinator responsibilities when needed (payroll, gas cards, departmental communication)

While performing the duties of this Job, the employee is regularly required to sit and use hands. The employee is frequently required to walk; reach with hands and arms and talk or hear. The employee may be required to stand for long periods, and to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. 


Position Type/Expected Hours of Work: This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:30 a.m. to 4:30 p.m.  Hours are dependent on the needs of the districts.  Occasional evening and/or weekend work may be required as job duties demand.

Education and Experience:  

                Level of Degree: Minimum high school diploma or equivalent required; post-high school business/accounting/ bookkeeping courses preferred. 

Knowledge, Skills, and Abilities: 

      • Minimum 4+ years’ experience in a bookkeeping/accounting position. 
      • Strong mathematics and computer skills, including Excel (including expertise in use of formulas
      • Strong interpersonal and collaborative skills 
      • Ability to function independently with or without general supervision in a busy office environment with many distractions. 
      • A clean MVR is required

  Work Authorization/Security Clearance (if applicable):  Citizenship or work authorization to work in the United States required.
