Director of Business Services, Cheltenham School District
The Cheltenham School District is seeking a Director of Business Services to manage fiscal activities and operations and lead a team of administrative support professionals and professional staff in integrating business-related services with all district operations.  This includes the continual display of leadership, organizational and communication skills in the areas of financial Management and data processing operations to assure the prudent safeguard of all public funds.

Cheltenham Township is a diverse, suburban community in Montgomery County, PA, which sits on the northwest border of the city of Philadelphia. Cheltenham Township is rich in diversity, acting as a microcosm of our country, full of people of different racial, religious, social, and economic backgrounds. Cheltenham School District serves a population of nearly 37,000 residents in its nine square miles. The District operates four K-4 elementary schools, one 5-6 elementary school, one 7-8 middle school, and one 9-12 high school, serving approximately 4,525 students. The district operates on a $121 million budget with a staff of over 700 employees.   

Job Responsibilities:

The employee will be required to perform any other position-related duties requested by the supervisor. Shall initiate, plan, coordinate, monitor and direct the business affairs of the school district including:
  1. Develop, maintain, and supervise accounting records for the receipt, custody, and disbursement of funds.
  2. Provide supervisory support to the Business Office staff to maintain proper internal controls, meet financial reporting timelines, and ensure audit compliance in all activities.
  3. Oversee the internal financial operations of the School District.
  4. Develop and recommend improved accounting and budgetary control methods.
  5. Prepare monthly financial reports.
  6. Prepare reports, analyses and interpretations of accounts and budget performance.
  7. Develop a District-Wide comprehensive budget package
  8. Advise the District Administration on issues, trends, and changes in the financial operating performance and operational delivery of all District programs and services.
  9. Prepare the Annual Financial Report for submission.
  10. Develop specifications and proposals for the purchase of equipment and supplies.
  11. Recommend and ensure compliance with proper accounting principles and acceptable internal control measures.
  12. Shall have the responsibility of keeping informed regarding state and federal regulations, memoranda, and legislation relative to subsidies, pupil accounting, transportation, fiscal matters, and other management matters of concern to the District.
  13. Review and approve all contracts.
  14. Support the development of new funding streams.
  15. Develop financial data for negotiations.
  16. Perform all other duties as assigned by the Chief Operations Officer.
$155,000/year - $180,000/year based on experience

Requirements Qualifications:
To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill and/or ability necessary.
  1. Minimum of MS Degree in appropriate field.
  2. Minimum of 8-10 years of progressive experience in appropriate field, including 3-5 at a leadership level.
  3. Experience overseeing the financial recovery of school districts preferred, including one or more of the following: 
    1. Oversight of staff during school recovery projects.
    2. Responsibility of school district budget process and office-level budget.
    3. Frequently interfaces with Board, Customers, and Stakeholders
  4. Excellent communication, organizational, problem-solving, and technology skills.
  5. Ability to work in a team environment and work under stress.  Ability to work effectively with people and be able to supervise others.
  6. Ability to do job responsibilities with minimal supervision and ability to schedule time to meet deadlines.
  7. Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI.
