Nestled in southeastern Montgomery County with easy access to Philadelphia, the School District of Upper Moreland Township serves students in Willow Grove, Huntingdon Valley, and parts of Hatboro. The close-knit district has approximately 3,200 students, over 400 staff and features four schools. 

A member of the Superintendent’s cabinet, the Director of Human Resources provides leadership across all areas of the organization in support of the District’s goals and mission. The Director supervises and directs administrative support personnel within the areas of responsibility related to recruitment, hiring, retention, and training.  The Director of Human Resources ensures compliance with policies, procedures and legal requirements, acts as a resource to the Superintendent, the Board of School Directors and district personnel.  
 
Essential Duties:
  • Provides leadership, support, guidance, and technical assistance for the Human Resources Department.
  • Provides leadership and oversight in the District’s recruitment process to include, but not be limited to, the development of legally compliant and organizationally sound job descriptions and applications; the development of a robust recruitment process; effective reference and background checks; pre-employment testing if necessary; formal offers of employment, and adherence to applicable collective bargaining agreements regarding the posting of vacancies, etc.
  • Provides leadership and oversight of the new employee onboarding process to ensure compliance with all laws, rules, regulations, policies, and procedures.
  • Supervises assigned personnel, conducts annual performance appraisals, and makes recommendations for appropriate employment actions, including, but not limited to hiring, firing, disciplinary action, etc.
  • Oversees the development, implementation, and assessment of support staff evaluation processes and procedures to ensure that such processes are legally compliant and conducted with fidelity.
  • Provides training, support, and processes for supervisors on how to appropriately evaluate staff, specifically how to document unsatisfactory performance, including working with employees needing improvement.
  • Aids and guidance to principals, administrators, supervisors, and staff on issues related to employee discipline and employment.
  • Provides leadership and guidance in the development of departmental objectives, standard operating procedures, performance standards, timelines, and reports.
  • Manages the process of obtaining substitute personnel; professional and support, as needed.
  • Represents the District at grievances, arbitrations, workers compensation, unemployment compensation hearings, etc. as needed.
  • Assists in the negotiations process with all employment groups as requested by the Superintendent ensuring data and other contractual terms and information is available to support the CFO in collective bargaining and that contractual agreements are developed considering organizational and budgetary needs.  
  • Conducts personnel hearings or represents the District in such hearings as dismissal reviews, non-renewal of employment, and grievances.
  • Directs and monitors the processing of leave requests in accordance with collective bargaining agreements, School Board policy, PA School Code, and applicable law, including, but not limited to FMLA, child-rearing leave, and sabbatical leave.
  • Develops personnel budgets to support the annual budget process. Oversees communications of all payroll on personnel changes.
  • Directs worker-related compensation and programs for the District (e.g., classification of jobs, worker’s compensation) for the purpose of ensuring the District follows applicable state and federal regulations.
  • Supports administration of benefits District-Wide.
  • Responsible for maintaining databases for certification issues, including, but not limited to, tenure, Level I/Level II status, and Act 48/Act 45 compliance. Responsible for receipt and review of applicable employment materials for all District employees.
  • Serves as liaison with the Pennsylvania Department of Education for assigned areas of responsibility.
  • Maintains required records and prepares or oversees the preparation of various state and federal employment-related reports and ensures that such reports are completed and submitted accurately in a timely manner.
  • Manages multiple Human Resources (HRIS) database systems (e.g., Frontline Recruiting and Hiring, Absence Management, Time and Attendance, Power School, etc.) for the purpose of ensuring systems are functioning, providing accurate/timely information, and performing the intended service.
  • Collaborates with Instructional Technology Coordinator and Registrar to complete PIMS reports to meet state reporting deadlines. 
  • Works collaboratively with Superintendent and CFO to keep Board informed on matters pertaining to the Board about Personnel.
 
Terms of Employment:
The salary and benefits for the successful candidate will be regionally competitive accordance with an individual contract with the Upper Moreland School District Board of School Directors.

Requirements Qualifications:
  • Bachelor’s in Human Resources, Business Administration, or related field required. Certificated educators with experience in supervising professional and support staff will be considered in lieu of Bachelor’s in Human Resources or Business Administration.
  • Juris Doctorate (J.D.) or Master’s Degree in Human Resources, Business Administration, or related field strongly preferred.
  • Minimum of 10 years’ experience in the Human Resources and/or Education Field, preferably in the public sector, or an acceptable equivalent combination of education and experience.
  • Advanced coursework/training in Human Resources or accreditation such as PHR or SPHR desirable
  • Knowledge and experience with HRIS systems (i.e. CSIU, Applitrack) and other HR software/applications as required.
  • Knowledge of the needs of an educational organization as it relates to educational certification and “highly qualified” professional and paraprofessional staff.
  • Knowledge of federal, state, and local laws, regulations, and codes related to employment, including but not limited to, ADA, FMLA, FLSA, Title IX, Workers Compensation, Pennsylvania School Code, etc.
  • Excellent written/oral communication skills. Demonstrated ability to communicate to a wide variety of audiences orally and in writing.
  • Excellent interpersonal skills and demonstrated knowledge of group dynamics, consensus building, problem-solving, and conflict resolution.
  • Knowledge of and ability to interpret collective bargaining agreements, employment contracts, and Board policies.
