Requirements ROLE AND RESPONSIBILITIES Under the direction of the Superintendent, the Business Administrator shall administer the fiscal affairs of the school district in such a way as to allow the district to provide the best possible educational services with the financial resources available. The job goal is to maximize district revenues, while monitoring expenditures to ensure compliance with federal, state and local educational goals. The Business Administrator/Board Secretary will provide leadership for all business services and operations of the district and be responsible for financial planning, fiscal management, facilities maintenance, operations, food services, purchasing, transportation, safety, student attendance, risk management, and supervise costs/finances associated with Human Resources. The Business Administrator/Board Secretary will be a financial advisor to the Superintendent and School Board and will develop procedures for supervision of all non-instructional services. This position will prepare and monitor all budgets and financial reporting to the board, tax collectors, and all local and governmental agencies. Cash Management of all benefit and insurance plans, as well as communicating with and educating employees regarding payroll and benefits needs are included in the Business Administrator’s responsibilities. ? Prepare and implement the annual school district budget ? Prepare financial statements, tax recaps, cash flow reports and investment schedules each month for board information and review ? Manage and maintain assessment, levy and tax collection operation of the district ? Manage and maintain the investments of the district in compliance with state law and following guidelines established by the Pennsylvania Association of School Business Officials ? Manage the bidding and purchasing requirements of the district in compliance with all state laws and district policies ? Develop improvements in the financial management of the school system, including budgeting methods, analysis of program costs and methods of financing ? Provide projections of revenue and expenditures and all essential data required in the preparation of prospectus for bond sales, investment portfolio, etc. ? Maintain and reconcile school district construction and bond funds, debt service, capital improvements and capital reserve funds ? Assist with facility expansion programs and maintain required accounting controls throughout planned construction ? Manage and maintain all insurance programs for equipment, property and personnel ? Prepare and file all subsidy and financial reports as required ? Supervise funding and expenditures for the district's support services through the directors of facility and property services and food and nutrition services ? Act as the financial advisor in labor negotiations for the board ? Maintain district-wide perpetual inventory records ? Prepare and provide all information required by state and local auditors to ensure compliance with federal, state and local audit requirements APOLLO-RIDGE SCHOOL DISTRICT JOB DESCRIPTION – Business Administrator / Board Secretary 2 ? Prepare and schedule internal audits for school district funds and accounts ? Review and interpret all new statutes and regulations governing public school business operations ? Supervise the recording and reporting of student enrollment and membership in compliance with Pennsylvania Department of Education requirements ? Provide timely, accurate budget and financial information to other' administrators to facilitate the decision making process ? Act as an advisor to the superintendent on all questions relating to the business and financial affairs of the district ? Act as an advisor to the Director of Building & Grounds, Custodial Supervisor, and Food Service Director on all questions relating to the business, financial and human resources of the departments ? Assist with public relations assignments in order to interpret financial concerns of the district to the community ? In conjunction with the Director of Technology, oversee the implementation and maintenance of the administrative computer network, including all equipment and software ? Coordinate the transportation of all district students attending facilities located outside the boundaries of the district ? Attend all School Board Meetings and record resolution votes ? Serve as a treasurer on the Apollo-Ridge Education Foundation ? Perform such other tasks and/or assume such other responsibilities as may from time to time be assigned by the superintendent QUALIFICATIONS AND EDUCATION REQUIREMENTS • Masters’ degree in business administration, finance, or related field from an accredited university preferred • 5 years of experience in school finance preferred • PCSBA certification preferred • Strong communication and leadership skills required • Willing and able to work in a team-oriented environment • Must be committed to the process of using school funds for the purpose of customizing education for all students while making cost effective and responsible decisions using taxpayers’ money • Administrative and supervisory experience essential • Demonstrated knowledge of strategic planning and budgeting, capital assets and debt accounting, and financial analysis is critical • Experience as an auditor a plus LEADERSHIP • Coordinate the recruiting, hiring, training, supervising and evaluating of all clerical and financial personnel assigned to the business office • Supervise personnel matters of the district, including health benefits, 403B programs, flexible spending plans and leave time. PROFESSIONAL RESPONSIBILITIES • Have an excellent command of the English language • Be able to communicate effectively, both orally and in writing • Be capable of having three or four tasks in progress at the same time • Be able to work with distractions • Carry on normal conversations in person and communicate via the telephone • Move between and within various district offices and buildings • Be a self-starter and highly motivated to keep aware of changes and requirements in business management and all related areas • Possess a high level of physical stamina, stability and creativeness • Possess the ability to identify and isolate financial issues and develop rational solutions to them • Have the ability to foster and maintain positive relationships with co-workers APOLLO-RIDGE SCHOOL DISTRICT JOB DESCRIPTION – Business Administrator / Board Secretary 3 TERMS OF EMPLOYMENT The business administrator shall be employed for a 12-month year, with one month of vacation and other terms and conditions as are mutually arranged and agreed to between the business administrator and the Board.
