JOB DESCRIPTION

Position Title: District Accountant / Business Office Manager

Reports To: District Business Manager

Position Summary: Under limited direction, directly performs complex and accurate fiscal, budgetary, reconciliations, and postings to prepare and assist in the preparation of financial statements, reports, project proposals, and attendance reports. Performs internal audits of records and project expenditures for compliance with GAAP, Federal and State Laws & Regulations. Performs related work as required and consistent with the job description. Coordinates this work with others and provides direction to business office staff.

Qualifications:

  • A Certified Public Accountant (CPA) certification is preferred.
  • A minimum formal educational background of a bachelor’s degree from an accredited college or university with a major in accounting is required.
  • A minimum of five years (5) of accounting experience in public/non-profit organizations is expected and experience with public educational systems is preferred. Familiarity with government fund accounting and standard financial software programs is expected.
  • Appropriate and acceptable alternatives to these qualifications may be considered.

Position Objective: To assist the Business Manager in administering the fiscal affairs of the district.

Supervision: Assist Business Manager with the management and oversight of accounts payable, accounts receivable, and general school bookkeeping staff.

Essential Functions:

  • Perform specialized accounting and budgetary functions requiring knowledge of such procedures.
  • Researches complex problems through conclusion. Works with appropriate staff to assure resolution of all such problems.
  • Reviews and prepares budgets and fiscal analysis, statements, and reports that are clear and accurate.
  • Serves as back-up for district payroll preparation.
  • Liaison with district banking institutions/depositories for all funds.
  • Ensure the accurate and timely deposit of district funds.
  • Reconciles cash, all fund bank statements (investments, student activity, capital projects, payroll, all general, food service), general ledger accounts.
  • Prepares and/or coordinates the preparation of monthly school board financial reports, accounts receivable, accounts payable, payroll reports and analysis as required and needed.
  • Compares and coordinates the compiling and filing of various other reports with governing agencies (PDE, State, Federal, etc.) Example: Grants filings and related reimbursement requests.
  • Reviews district independent audit reports for noncompliance items, proposes and implements compliance procedures, audits records, project expenditures and internal controls for compliance with GAAP, SACS, Federal and State Laws and Regulations and performs onsite audits of district operations.
  • Understands and carries out oral and written directions.
  • Establishes and maintains cooperative working relations with others during work.
  • Participates in, develops and conducts technical training to provide technical assistance and guidance to designated department and school personnel on budgetary, fiscal accounting, and related software programs.
  • Serves as the Lead contact person with other departments and school sites on regarding the status of their accounts.
  • Prepares narrative reports, reports findings and make recommendations regarding department accounting and financial matters.
  • Develops and updates operating and instruction manuals, as it relates to job duties.
  • Performs related duties as directed by the Business Manager and Superintendent.

  • Interpersonal skills using tact, patience and courtesy.

  • Operate spreadsheet, word processing, and presentation software.
  • Possess basic math theory and skills.
  • Basic research methods & report preparation techniques.
  • Correct English usage, grammar, spelling, punctuation and vocabulary.
  • Oral & written communication.
  • Record keeping and filing techniques.
  • Telephone techniques and etiquette.
  • Comprehend both oral and written instructions to carry out complex tasks.
  • Read and interpret documents, including PDE reports.
  • Applicable laws, codes, rules and regulations.

Terms of Employment: 12 Months

Salary Range: $65,000 to $75,000

Performance Evaluation: Performance of this job will be evaluated in accordance with provisions of the District procedures on administrative evaluation. Act 93 Position.
