ESSENTIAL FUNCTIONS:  Employee must have the ability to perform the following essential functions on a timely basis with or without reasonable accommodations.                                                                                                                                                    

1.  Make certain the following budgets are prepared in accordance with State and Federal mandate:

1.  General Fund

2.  Special Education
3.  E.S.E.A Chapter


2.  Monitors cash flow to provide information on daily cash position and use of resources for providing cash maintaining compliance with such resources.
3.  Oversees the internal control functions implementing changes as needed. Ensure all budgetary controls are properly maintained and transfers occur where necessary.
4.  Oversees the internal budget processes to support the CFO in the annual budget process and monitoring of budgets during the year.
5.  Oversees compliance with federal guidelines and A-133 Audits of States, Local Government, and other guides as required. Ensures controls are in place and adhered to across the District and performs internal audit checks and balances as needed to maintain compliance.
6.  Coordinates the external audit, preparation of annual financial statements and audit report of the District. Completes all other external reports and oversight as needed.
7.  Supervise Tax Collection Procedures
8.  Ensure the entire Payroll Department functions in an efficient manner and all agencies receive the proper funds due.
9.  Prepare or review all tax filings
10. Invest available district funds in accordance with Article VI of the Public School Code and maximize return on investments.
11. See that all expenditures in the district have proper back-up documentation (invoices and packing slips)
12. Review all purchase orders to ensure the district’s funds are not erroneously coded or expended.
13. Work closely with the Director of Technology to ensure efficient accounting and payroll systems.
14. Review monthly financial reports of food service operations and reviews/prepare meal claims to ensure compliance with NSLP guidelines.
15. Serve as the CFO in the absence of the CFO
16. Coordinates the School-Based ACCESS Program (SBAP).

17.  Serve as the CFO in the absence of the CFO.
18. Supervises all direct reports

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skills, and/or ability necessary.

1.  Minimum of (5) years experience as controller and/or equivalent experience with business and administrative functions preferred. 

  • Bachelor degree in business management, accounting, finance or a related field required
  • Auditing and financial analysis experience

2.  Knowledge of governmental accounting, payroll processing, PA school law, purchasing and accounts payable processes, risk-management programs, cash flow management, investment policies and procedures, and auditing procedures.

3.  Written and oral communication skills required for frequent presentations, etc.

4.  Proficient in complex accounting systems and possess strong understanding of the use and potential of technology in the area of financial management.

5.  Candidate must adhere to all local, state, federal, and school code requirements for employment.

6.  Must successfully complete and maintain compliance with all federal and state background and criminal record check requirements.
