Protecting Your District Against Tax-Exemption Requests by Retirement Communities

About This Program

A 2007 decision by the Pennsylvania Supreme Court dramatically changed the previously-approved rules on whether retirement communities are exempt from real estate taxes.  There is much at stake financially for Pennsylvania school districts.  You do not need to capitulate to demands for tax exempt status!  This webcast will explain the legal requirements for tax exempt status, and how a school district can help preserve (or possibly even expand) its tax base with regard to retirement communities.  Learn about:
• How the 2007 Supreme Court decision changed the landscape on tax exemptions for retirement communities.
• The test for a “purely public charity” under the Pennsylvania Constitution and the Purely Public Charities Act.
• Strategies to help school districts fend off tax exemption demands, or to at least enhance your negotiating leverage for PILOT agreements.
• Possible conversion of currently tax-exempt nursing homes to taxable status.

Host LEA Registration – I will connect to the webcast from my home Local Education Agency (LEA)/organization. Only one attendee per LEA needs to register as a Host.  Registration provides ONE connection via Internet and optional toll-free touchtone speaker phone.  An unlimited number of individuals from your school entity can attend and they DO NOT need to register as Guests.  All attendees will be asked to complete an Attendance Form the day of the program. (PASBO Member $65 / Non-member $95)

Guest LEA Registration (You will NOT receive webcast connection instructions) - I have accepted an invitation to participate at another Local Education Agency/organization webcast site. Only one attendee per LEA needs to register as a Guest.  Additional attendees from your school entity can attend and DO NOT need to register as Guests. All attendees will be asked to complete an Attendance Form the day of the program. You may register in advance OR register the day of the program by completing an attendance form on-site and the Guest LEA Registration fee will be invoiced.   (PASBO Member $50 / Non-member $75)
