The changes will significantly reduce the ability of districts to exceed their index creating the potential for voter approval for increasing school real estate taxes. pensions, special education and debt have new restrictions. PA Biodiesel Mandate: Use in School Vehicles

Qualified School Construction Bonds

Two of these options involve "tax credit bonds" rather than traditional "tax-exempt interest bonds." One option is Qualified School Construction Bonds (QSCBs) in which the school district pays no interest and the bond purchasers receive a tax credit. Another option is Build America Bonds (BABs) in which the school district issues bonds at taxable rates and receives a payment back from the U.S. Treasury on each payment date equal to 35% of the interest payment. School Retirement Funding: The State in Crisis

For the current fiscal year, the systems return has plunged to (25%). The total employer contribution rate for the 2012-2013 fiscal year currently looms at a horrific 16.40%, but that rate does not take into consideration another negative market rate of return for the current fiscal year. PASBO believes that the 2012-2013 spike is likely to be more than 30% and stay at that level for several fiscal years. If the stock market does not rebound, the rate escalation could be worse.
