Preparing for the First Act 32 TCC Meeting

The creation of the Tax Collection Committee (TCC) is an important component of Act 32 for school districts and municipalities alike. Many decisions must be made at the first TCC meeting which must take place no later than November 15, 2009. Among decisions that must be made at the first meeting or soon thereafter are: the appointment of officers (including the Chair), legal counsel and auditor; any decisions on employees; governance structure and bylaw adoption; decision on the weighted voting methodology; development of an annual budget and funding mechanism; insurance; appointment of the new Act 32 county-wide tax collector; the appointment of a new tax appeal board. Since the TCC is the major decision-making component behind the implementation of the requirements of Act 32, its creation and process is vital.
